This is a Hunger Games prequel. Violence is pervasive and graphic (but not sexual violence), and many of the victims and perpetrators are children. Fascism, governmental oppression and discrimination are ubiquitous, as are bigotry and classism. Despite all that, there’s nothing that makes it in any way inappropriate for a YA reader.
