 Employee/Employer to friends to lovers. I think Penelope might be autistic coded. At the beginning, they've known each other for eight years and already love each other, but Kingsley doesn't admit it to himself, and Pen doesn't admit it to him. So in a way, readers do not get to see them fall in love, but see them deal with angst and longing. CW for mentions of domestic violence and child abuse. I don't necessarily like public proposals.
