I would say this felt more like a historical fantasy with a alternate a bit of a sci fi than a outright fantasy. I would have likes the engineering done a bit more but it did help with the world building. If it were labeled as a dark academia that would have also fit. The main plots of the murder mystery were done well and it did lead to a satisfying ending where I didn't want to kick the female protagonist, the male protagonist deserves at least a kick in the shin. I wouldn't say it's really Milan except the disguising herself as male plot point.
