The Ministry for the Future
by Kim Stanley Robinson
This opens strong but what seemed to start taking shape never really does, and the strands of subplots and asides never amount to a compelling narrative. Lots of good thoughts and ideas, but it becomes an almost comical checklist of progressive causes where it's more important to get each their mention than to have them tie into the story in any meaningful way.
