It's Tom Holt. And if you like Tom Holt, it's very good. It's exactly the type of story you'd want and expect. Wryly funny, mildly depressing, tolerably convoluted, slightly damp and deeply British.

The plot is unhinged and depends entirely on how extra super special the MC and her team are. The world building is shoddy at best, absolutely buck wild at worst.
The tech is both convoluted and dated, though I can't really fault an author for not being clairvoyant.
