This is definitely a romance, but the romance took a distant backseat to the rest of the story, which is predominantly a court intrigue story. Or a court intrigue story used as world building.
When I started this series I thought it was going to follow one couple, but here at the end of this first book I see that each book will have a different couple features, so very much a format typical of a romance series.
It's very well written, the story is creative, and it's all wrapped in a kind of alternative/faux/ancient Turkish culture that gives it a different flavor from some of the other popular choices.
