Zombie apocalypse but with water instead of zombies, narration got annoying at times. Good read for middle schoolers, maybe not for me.

Nothing new about this teen dystopia but that doesn't make this YA any less enjoyable.
The premise of the book is great, and having lived in Southern California, it is completely plausible.
The first 3/4 has pretty good narrative drive too.
But good grief I hate the standard YA troupe that only teens are competent enough to navigate a dangerous world. And teenagers from Southern California? Give me a break. This kind of nonsense is why I rarely read YA, or YA authors (but Scythe and Thunderhead are good, and the first Unwind was good - second one was lame - so I have this a chance).
Beyond that, you have the pseudo-philosophical nonsense sprinkled throughout the book, introduced by clunky shifts to the internal dialogue of various characters and a terrible attempt to put a hubristic, soulless, political scientist into a 13 year old body, that makes the whole thing feel like an attempt to rewrite Lord of the Flies with sparks notes’ philosophical insights.
And then the ending is wrapped up in one big pretty bow. If you’re going to rewrite Lord of the Flies, don’t give into the tyranny of the happy ending.
Ultimately, I think the book is written on a juvenile level but it has several raw, gory scenes which seem to be meant to make it an edgier, more grown up book. But in this it fails because it is still a juvenile book that is inappropriate for juveniles. The premise had potential to be so much more - as either a book for YA or an older audience - but I think the book tries to be too many things and it makes it all fall very flat.
