I expected to be more blown away with this because Watchmen was AMAZING. This was still good, but it wasn't at the level of Watchmen in my opinion.
The gist of this is that England has fallen into a fascist totalitarian state complete with modern (late 1990s) monitoring/propaganda technology. "V," as he/she is known by the public, was a victim of mass internment and scientific experiment (another Holocaust, basically). V then takes to violent anarchy, aiming to demolish then rebuild the nation.
This novel is interesting in terms of speculative fiction, speculative alternative history, and current events. I did enjoy this, but the artwork and dialogue felt a little jarring at times. There were some amazing and profound lines in this, but Watchmen gave me ridiculously high expectations. I'm sure I'll read this again the future because there's probably still some things I missed. Overall, I would still recommend it.

This would probably be a 3 star without the context of the movie, maybe less. This work does a better job of fleshing out the world and characters of the story, but the movie tells it more cohesively and plays the drama better. I recommend it only if one also watches the movie as well, perhaps first.
