I actually read this one before I read The Winter King, showing that this book does indeed work well as a standalone.
Here, seemingly mild Summer is courted by the warrior merman (without a tail!) Dilys. We see Summer overcome her fears about using her powers and her attraction to Dilys. Ms Wilson delivers all the ingredients of a good fantasy romance: great chemistry, enjoyable characters and a good dollop of danger, plus a (mostly) happily ever after. Dilys's efforts to woo Summer are very sweet, especially the technique that involved butterflies.
For those who want a change from Eurocentric fantasies, this one has a culture that has strong Pacific Island elements, despite the cover art depicting Dilys as somewhat Greek. I'm always picturing him as Samoan and/or Maori (but I'm from New Zealand, after all!). Ms Wilson throws in snippets of a made-up language with a vaguely Pacific sound - but don't let these put you off; it's easy to figure out what they mean.
There's a teaser at the end - and I hope we get the third in the series before too long.

I was hesitant to read this sequel since book 3 seems to be on indefinite hiatus, but I enjoyed book 1 so much, and there was a sale, so here we are. Before DNF status, this book was coasting at a solid 3 stars, and only because the world building is superb. I like the cast at best, and the plot was dragging for me - I feel like the author had the romance plot in her head before forgetting there was a whole other political/cultural conflict waiting to be resolved and she rushed to wrap things up.
Summer's been in a "conceal, don't feel" rut since she was a young child, and I just didn't vibe with her ice princess vibe when it came to just Dilys. She can have platonic, yet emotional, connections with other people, but Dilys continuously gets the cold shoulder. He's a better man than me, because one rejection would be enough.
DNF for now, I might finish when I have the emotional bandwidth. Stopped mid 3rd act because, unbeknownst to me, there's significant sexual assault to the main FMC and I feel like the reviews I've read barely mention it. I take responsibility for what I read will do a more thorough job to check all of my trigger/content warnings, I just want to boost this fact about the book.

Update 12/24/19: upon reread, this is at most a four, not a five, but I think I liked it more than book one? Honestly frustrated at how pointless the drama was and how long it endured for literally no reason.

I've realized that I don't actually like this author. I mean, I loved the Tairen Soul series (which I'm now questioning my judgement on), but this Weathermages series is awful. I made it through the first one, but I can't even get further than a couple hundred pages in this one. It's way too much romance, which I'm not into. I feel like maybe the Tairen Soul series was more on the fantasy side? I don't know why I loved that series and can't stand this one.
