Interesting premise, but overall just a very meh story. There was nothing wrong with the pacing, or the plot or even the characters. I just couldn't get into the story, and didn't feel engaged with any of the tension.This is a shorter read and events start to happen pretty quickly, you really don't get much time to breathe between the action. 
I don't know if the author was trying to make parallels between race but if she was it completely failed. I couldn't tell you anything about the main character, or what she looks like other then having curly hair. It is mentioned at one point that she is "similarly colored" to her Father, so that was an..interesting way to phrase it. 
I am not even going to touch the way the recorder character was handled. Just...no. 

Do I recommend this book? If you like shorter reads about dystopian societies give this one a try.
